Shared guidelines for how central banks' high-value payment systems use ISO 20022, so the same message works both at home and across borders.

The name stands for High Value Payments Systems Plus. Every country runs an RTGS system for large and urgent payments, and when they all moved to ISO 20022 each risked inventing its own reading of the same pacs.008. A working group of market infrastructures, convened by Swift, therefore produced a common subset with rules for which fields apply and how to fill them in.

The point is alignment with CBPR+, Swift's rules for cross-border payments. A payment arriving from abroad should slide into a domestic RTGS without its addresses or references getting chopped off on the way. T2 in the eurozone and the UK's CHAPS switched in 2023 and Fedwire in 2025, each with national deviations, because harmonisation is always something the neighbours should do.
