A window manager with no title bars, buttons or menus: a one-pixel border, the keyboard for everything, and nothing that takes up space.
Ciaran Anscomb started from aewm around the turn of the millennium and removed what was left. A window in evilwm has a single-colour border that changes colour on focus, and that is the whole decoration. Moving, resizing, maximising and switching virtual desktop are done with Ctrl+Alt and the arrow keys; the mouse works but is not needed. Focus follows the pointer, so a window becomes active by being hovered over, and there is no taskbar to go looking in.
The binary is a few tens of kilobytes and starts faster than the terminal it is about to show, which made it popular on old machines, in virtual machines and among people who have eight terminals open anyway. Unlike most minimalists of the same era it is still maintained. The name is a joke about how it looks to someone expecting a desktop: like nothing at all.
