European Banking Authority (EBA)
The EU agency that writes the technical fine print for banks and payment services — including exactly how strong customer authentication must work.
The EBA was set up on 1 January 2011 in response to the financial crisis, replacing the advisory committee CEBS. It supervises no banks itself; it drafts technical standards (RTS) that the Commission adopts as law, plus guidelines that national supervisors are expected to follow. PSD2's rules on SCA and open banking interfaces came from here, and the EBA keeps the EU register of payment institutions.
Its headquarters sat in London until Brexit forced a move to Paris in 2019. Not to be confused with EBA Clearing, the banks' privately owned clearing company that runs RT1 — the shared name is historical and confuses every procurement document it appears in.
